The dormant conversion factors provided are used to convert operating failure rate (equipment active) to nonoperating failure rate (equipment passive) under the same generic environmental conditions. for example, the temperatures for “Airborne Passive” would be the same as for “Airborne Active”, as would vibration levels, etc.. The only impact of “temperature” in a conversion scenario would be if you were going from Airborne, Active to Ground, Passive or Space Active to Ground Passive.
Depending on which environments you are converting from would determine whether you should use also the temperature and environment conversion. If you know that your Airborne Passive temperatures are different than your Airborne Active temperatures, then you would use the additional temperature conversion factor.
