Weibayes Analysis is one method that could be used to demonstrate that the 1000 cycle requirement has been met with 0.95 reliability and 0.95 confidence. For example, using your test data (30 units that had each been subjected to 100,000 cycles with no failures), Weibayes Analysis, assuming a Weibull slope of 0.5, calculates a 95% lower confidence bound on the B5 life (95% reliability) to be 12,677 cycles. Similar calculations assuming Weibull slopes of 1.0 and 2.0 yield 35,604 and 59,669 cycles, respectively.
