FLOTOX and “Textured Poly” are two different technologies used in the manufacture of Electrically Erasable Programmable Read Only Memories (EEPROM). The technologies are subject to wear out if reprogrammed many times. For example, see this link for a published study that deals with modeling wearout of FLOTOX EEPROM cells using computer aided design software.

“Textured Poly” stands for textured polysilicon, another EEPROM technology.

See this link for and abstract of an IEEE Reliability Physics Symposium paper that compares the two technologies. http://ieeexplore.ieee.org/xpl/freeabs_all.jsp?arnumber=4208694
