On 7 Jan 2015, the Office of the Under Secretary of Defense published a MEMORANDUM FOR THE ACQUISITION WORKFORCE to issue the new Department of Defense Instruction (DoDI) 5000.02 “Operation of the Defense Acquisition System” and cancel the interim version that was released on 25 November 2013. According to the Memorandum, the just-released version implements many of the policies and practices included in the sequence of three sets of Better Buying Power initiatives. Better Buying Power (BBP) is based on the concept of continuous process improvement. DoDI 5000.02 provides policy guidance DoD, but, as the Memorandum indicates, “it is also a tool that should be used by acquisition professionals, and the operational, programming and intelligence professionals” within the DoD to deliver “products that meet our warfighters’ needs and deliver value to the American taxpayer.”
